BS_17_2020 Zone 17. Crossroads of road I-5 with road II-54- Byala station. This danger zone is characterized by the fact that, despite the speed limit and the presence of a well-regulated and wide intersection, a large number of accidents with inappropriate speed and side impacts occur due to the advantage taken when cornering. There are also frequent accidents with pedestrians. According to the analyzed data, the reasons are the following: Organization of traffic lanes. Road I-5 descends a sloping hill in the direction of the crossroads with four lanes - two for a straight, one for a right turn and one lane for a left turn. At the moment of passing through the crossroads, the two straight lanes have already become only one, provided that there is already a second lane on the right, which includes traffic from road II-54 on a right turn: The specific descent and good visibility provide drivers with the peace of mind that after the intersection they have another two hundred meters on two lanes, but this is valid only if there is no car or truck on the right. The photo shows exactly this situation: The time to turn the car in the right lane is very short after the intersection. It is the trucks that are in it, and if they are pressed on both sides by the faster cars, that is when a high-risk situation arises. Illumination of the intersection. This intersection is part of an international transit route with heavy traffic in both directions. It is T-shaped and is illuminated only at the periphery, but not at the intersection area. Road I-5 descends to it from the town of Byala with a long series of even lights illuminating it in the middle of the lane, which ends just before the crossroads, although the guardrail continues for at least another 150 meters: The photo clearly shows the last pillar of street lighting. Other lighting fixtures are available at the nearby gas station (left in the photo) and only about a meter after the intersection in a westerly direction. In this configuration of the lighting in the intersection itself, a dark spot is created at night and suddenly the cars are left only on the headlights, which increases the risk for older cars. Road markings. The photo clearly shows the road markings: It is almost missing. There are no road markings anywhere at the intersection, and its width is significant. The photo is indicative of something else - there are houses on both sides of the crossroads and pedestrians constantly pass through the crossroads. As can be seen in the photo - there is no marking for a footpath. In the dark part of the day the transition becomes even more risky. However, pedestrian strikes at this intersection have fortunately been absent for the last 5 years, but the risk factor is there. These are the main reasons for the increased frequency of accidents at this intersection.

The project “Improved nodes Giurgiu-Byala for better connection to TEN-T infrastructure” / „Îmbunătățirea nodurilor Giurgiu-Byala pentru o conectare mai bună la rețeaua infrastructurii TEN-T” (The project) aims to improve the transport system through effective connection of secondary and tertiary nodes Giurgiu and White with the main and comprehensive TEN-T transport network.
The project activities are included in the priority axis of the Program №1: “Well-connected region”, specific objective № 1.1: Support for the planning, development and coordination of cross-border transport systems to improve the connections with the TEN-T transport network.

Specific objective №3: Upgrading public experience and knowledge in the field of safe traffic measures in the Giurgiu-Byala cross-border area for better coordination of the transport system.
The challenges addressed by the Project are the underdeveloped road infrastructure with a high risk of accidents, leading to increased travel time, operating costs for vehicles, accidents and environmental damage.
